Tracy Scoggins Biography Tracy played Captain Elizabeth Lochley, a career military officer, in Babylon 5's fifth year, the B-5 Telemovies River Of Souls and A Call To Arms, and reprised her role with regular appearances in the B-5 sequel Crusade.
